Microsoft Teams has VoIP calling by default, both between users in the organisation and over federation. Now cloud voicemail will be enabled by default all VoIP-enabled users in Microsoft Teams. Users will see the voicemail tab in their calls app in the app bar. If transcription is enabled for your tenant via Voicemail Policy, your users can also see voicemail transcriptions in their desktop clients, web clients, and in outlook clients.
This feature is on-by-default and requires administrator action to disable. Voicemail can be enabled/disabled via the AllowVoicemail setting in TeamsCallingPolicy.
You should verify that your users have the appropriate setting to ensure they are configured for your organization’s desired voicemail experience. If you disable voicemail for your users between now and late April, your settings will be honoured when the feature becomes available.

I don’t quite get who is considered a VOIP enabled user. We have a few dozen E3 licenses which enables Teams for our users. Then for 6 we have a Phone System, and Domestic Calling Plan. The calls app only appears for our 6 users. Will our E3 users now see the Calls app and be able to get voicemail from internal callers?
Hi Charlie. Yes, your e3 users, if deployed with the default settings, are VoIP users and will get the calling app and voicemail. It might take some time to roll out to your tenant.
Thanks so much for the clarification and info! This is exciting as we need to replace our aged PBX and are not a public facing company. 90% of calls are internal. With this feature we can get away without buying many actual ‘lines’ but still have important functions like leaving a voice message. Now for the Teams native desk phones to mature a bit…

Do you have any links directly from MS confirming this? We’re in the same boat, we have 7000 users but only 15 of them have a phone system license. They all suddenly got voicemail enabled, but don’t have the calls app. (So they can listen to voicemails in Outlook, but there’s no way for them to set their outgoing greeting.) – I just spent an hour on the phone with Microsoft and they were adamant that to get the calls app you need to purchase a Phone System license.

HI Tom I’ve the setting for VoiceMail disabled in the calling policy but the hostedvoicemail in the user powershell still true and the voicemail still working is there any other solution to disable the voicemail globally ?
