Microsoft PSTN Calling, the ability to give users (and service numbers, like Organisational Auto Attendants) in Office365 real PSTN phone numbers from Microsoft directly in the Office 365 Cloud with no local infrastructure, is now generally available in France. It is generally available from December 1st 2016.
Hopefully Spain won’t be far behind, still in preview at present.

Sorry, but as long Paris is missing on the list, you can’t say there is a PSTN availability for France at all…
Often it’s really hard to get numbers for capital/major city area codes, It’s also a challenge for London and New York, often the area codes are maxed out. Not making excuses, I would rather it’s there, but it’s not a Microsoft specific issue, but often a general carrier challenge.

our company is located in Neuilly (Nearby Paris). This city is not (yet) on the list, so i have chosen two phone numbers from nearby cites (Nanterre & Boulogne-Billancourt) but none of them seem to be working.

Sure, have you raised a support ticket on Office 365? https://portal.office.com/support/servicerequests.aspx
Sometimes the numbers can take an hour or more to “become live”
Can you make outbound calls?
